SCOPE OF POSITION
The Director of Land Clearance will be responsible for leading and managing all activities related to land acquisition, clearance, and legal processes for large-scale projects involving resorts, golf courses, casinos, and other developments. This role requires a strategic thinker with strong negotiation and stakeholder management skills to ensure timely and compliant clearance of land for development.
RESPONSIBILITIES AND ACCOUNTABILITIES
- Develop and implement comprehensive land clearance strategies aligned with project timelines and business objectives.
- Collaborate with senior management to set goals and KPIs for the land clearance process.
- Oversee the acquisition and legal clearance of land for development projects.
- Negotiate with landowners, local authorities, and stakeholders to secure necessary agreements.
- Ensure all land acquisition processes comply with local laws, regulations, and company policies.
- Work closely with project management, construction, and development teams to align land clearance timelines with overall project schedules.
- Develop and maintain relationships with key government officials, legislators, and regulators. Identify and engage with decision-makers who influence approval processes.
- Monitor project progress and identify any risks or delays related to land issues and provide preventive measures. Track proposed legislation and regulatory changes that could impact project's development and licensing.
- Lead and mentor a team of land clearance professionals, ensuring high performance and adherence to best practices, provide training and development opportunities for the team.
- Prepare and present detailed reports on land clearance progress, challenges, and solutions to senior management.
- Other assignments from the Company Management and Line Manager.
REQUIREMENT
- Bachelor's degree (or above);
- At least 10 years of experience from law firm, in-house or government legal advisor, focusing on matters related to land issues and construction.
- Professional familiarity with the Law on Housing, the Land Law, the Law on Construction, and their implementing decrees and circulars.
- In-depth knowledge of land laws and regulations, housing development, land clearance, and construction permits.
- First-hand experience in drafting and negotiating construction contracts, including FIDIC contracts.
- Excellent Vietnamese and English skills (written and oral).
- Good knowledge of foreign investment regulations and corporate and commercial legal matters relevant to foreign-invested enterprises.
- Technical insights in hospitality and legal matters applicable to the hospitality and gaming business is a strong advantage, but not required.
