The Head of Technical will be based in our Terminal located in Phu My Town, Ba Ria-Vung Tau province. The Head of Technical reports to Deputy General Director and is assigned to the following key tasks:
HEALTH SAFETY & ENVIRONMENTAL
- Lead by example, works closely with the Head of HSSE (Health, Safety, Security and Environment) to ensure safety policies, rules, and regulations are reviewed, revised, issued and posted on an on-going basis.
- Promotes the delivery of continuous improvement and constant drive towards incident free operations
- Ensures the development and adoption of best practices and ways of working developed through controlled Management of Change
- Preserve energy efficiency by using natural resources effectively and efficiently, protecting the natural environment
PERFORMANCE/OPERATIONAL
- Provides the operating direction for the Technical Department, ensuring that productivity and efficiency standards are met.
- Responsible for the effective daily operation of all machinery including electricity plant and buildings in the Terminal
- Consistently ensure that service of the highest quality is delivered to customers.
- Define and track KPIs and targets whilst reporting deviations from targets, developing improvement actions where necessary
- Deploy the machinery, procedures and workforce needed to support the operational plan, working closely with all support functions to ensure stability and high productivity levels
- Encourage the use of new processes, procedures and technology to enhance operational performance and efficiency
- Builds up a preventive maintenance schedule for all equipment in the Terminal to reduce damages and downtime on all machinery.
- Strives to prevent damage to machinery & human accidents
- Guides managers in resolving obstacles so that goals can be met.
- Negotiate and control of works carried out by outsourced workshops.
- Analyses performance statistics and trends in order to identify areas for improvement.
- Ensures good communications between Technical and Operations to minimize equipment downtime.
- Ensures good communications throughout technical group and their group interactions so that activities are running smoothly on a regular basis.
STRATEGY
- Develop and manage 5-year Asset Maintenance business plan for the terminal
- Implement maintenance strategies for all terminal and facilities maintenance, considering local legislation and variances
- Perform medium and long-term planning for asset purchase, refurbishment and disposal to maintain overall asset integrity and ensure achievement of operational targets, considering total cost of ownership
ASSET INTEGRITY
- Accountable for the integrity of all terminal assets, facilities and infrastructure
- Ensure inspections, surveys and audits are performed as required on all assets
- Ensure all operational and technical risks are identified, reviewed and suitable mitigations are put in place
RESOURCE MANAGEMENT
- Identify and manage Technical resource requirements for the next 5 years, aligned with operational and commercial forecasts
- Responsible for efficiently deploying the equipment, procedures and human resources necessary to accomplish operational plans
- Works closely with the HR Manager to obtain clarification, direction, and consultation regarding labour law, company policy and procedures, and consistent application.
PEOPLE MANAGEMENT
- Build a strong team by attracting and retaining talent
- Provide effective overall management, supervision, coaching, mentoring and support for all direct reports
- Create and sustain an environment that is supportive of learning, training and development, whilst facilitating open dialogue and communications so that terminal operations and activities can run effectively and efficiently
- Reinforce CMIT culture, values & reputation and ensure compliance with company policies, standards and procedures
- Maintain regular contact with other APMT terminals
COST MANAGEMENT
- Manage budgets and develop technical equipment reports, as required
- Approve and authorise expenditures and develop cost estimations pertaining to technical equipment maintenance and repair
- Develop and annually review total cost of ownership model for all terminal equipment
- Responsible to establish an inventory control system to ensure that inventory carrying costs are minimised while ensuring that necessary spare parts are always immediately available.
- Responsibility at all times to be cost conscious, monitor that all parts of the contracts pertaining to the subordinate Manager's areas of responsibility are fulfilled.
WHAT WE NEED
An outgoing and strong leader with assertiveness, sense of responsibility and people skills. The candidate must be qualified, decisive, result orientated as well as able to work well within a team.
The ideal candidate has:
- A University degree in Engineering: Electrical, Mechanical or civil engineering, or related field.
- Preferable 5 to 7 years in managerial level leading M&R, Technical departments in Manufacturing / Oil & Gas / Ship building/ Port industies
- A good working knowledge of terminal maintenance (port or air) practices and principles. Specific working knowledge of support equipment, cranes, and power generation is required.
- Must have extensive knowledge of general safety, health and environmental issues as well as must be familiar with maritime codes.
- Must have working knowledge of budget preparation, basic financial related matters, and reporting against financial objectives.
- Experience in productivity optimization through process optimization.
- Demonstrated leadership skills with ability to empower others to take action.
- Strong communication skills with the ability to communicate across the local organization.
- Strong interpersonal skills able to build relationships and manage multiple stakeholders interests toward a common business benefit.
- Able to exercise discretion and good judgment, with an ability to understand the overall effect of decisions taken, both locally and company-wide.
- Able to handle confidential company and employee information with complete discretion
- Strong problem solving and analytical skills, including the ability to consider complex and ambiguous situations objectively, whilst applying full consideration of causes, implications on business and stakeholders.
- Fluent in English .
- Strong knowledge in computer skills and professional programs (i.e.: Microsoft Office, Database, EPR/CMMS systems).
- Knowledge and experience in quality management and customer satisfaction principles.
