Duties
Incumbent of this position will work under the supervision of the Division of Global Health Protection Laboratory System Strengthening Team Lead to provide technical assistance and oversight for all (Centers for Disease Control and Prevention) CDC-funded programs that support (Advanced Molecular Detection) AMD system strengthening in Vietnam. AMD will be a subspecialty of laboratory science that focuses on advanced techniques for characterizing infectious disease pathogens. For example, sequencing of SARS-CoV-2, the virus that causes COVID-19, is an AMD function. The incumbent will perform these functions in coordination with: 1) Vietnam's national and sub-national governments, and; 2) national and international non-governmental organizations (NGOs) and implementing partners supporting Global Health Security (GHS) activities.
The incumbent will serve as the primary CDC contact for issues related to CDC-supported AMD activities. The incumbent will serve as the primary contributor to the planning, development, review, and monitoring and evaluation of AMD activities. S/he will evaluate the progress of projects, identifying technical, personnel, logistical, and financial challenges and make or recommend revisions as necessary to overcome obstacles and constraints to progress.
Qualifications and EvaluationsRequirements:
EXPERIENCE: At least three (3) years working in laboratory setting, either preventive or clinical system or research-oriented facility is required, to include:
Experience in implementing or providing oversight for AMD, and laboratory activities
Experience in laboratory quality management system
Experience in an international or national or provincial setting laboratory
JOB KNOWLEDGE: Must have:
Knowledge in laboratory sciences theory and technology with an in-depth knowledge of AMD, laboratory quality management, regulations and standards that impact laboratory practice, and other fields for which the contractor has consultative responsibilities.
Knowledge and expertise in laboratory mentoring.
Knowledge of steps in establishing quality assurance in a laboratory.
Knowledge of the Vietnam Ministry of Health and health laboratory services is required.
Education Requirements:
Bachelor's level degree in Applied Biology, Molecular Biology, Medical Laboratory Technology, Biology, microbiology, or chemistry or a Medical doctor degree is required.

LANGUAGE:
Fluent in Speaking/Reading/Writing English is required. (This will be tested.)
Fluent in Speaking/Reading/Writing Vietnamese is required.
SKILLS AND ABILITIES: Must/must have:
Skills necessary to write clear, concise documents, reports, technical papers, and contracts, as well as instructional materials.
Skills in applied and theoretical training and adult education methodologies.
Effective written and oral communication and teaching skills.
Proven experience in editing and developing scientific articles.
Ability to analyze and evaluate a variety of data and train others in data description and analysis.
Computer proficiency (Microsoft word, Excel, and Internet)
Ability to organize and present data in written and oral form.

Locally Employed Staff working at the U.S. Mission in Vietnam will receive the following allowances and benefits in addition to the annual basic salary listed above.

- Unique Conditions of Work Allowance: 7% of Annual basic salary (subject to review every two years).
